Place vinegar and sugar in a small saucepan, boil uncovered for 5 minutes to reduce by half, stirring occasionally. Remove from heat and stir in cream.
Serve cooked fish with a trail of balsamic cream and a bowl of monster chips.
Add cracked black pepper to the vinegar before boiling to add a more spicy flavour.
